Shout . . . shout -- with a shout
Universally, without exception, if a person dials the wrong the number and calls you accidentally, they will apologize.
It doesn't matter how unpleasant the person otherwise sounds, there's just something about it that compels the person to apologize.
If Stalin had tried to call Hitler to tear him a new one for breaking their Non-Aggression pact in dubya dubya eye eye, but by accident he got the concierge of the Waterloo hotel, I bet you a thousand rubles that he'd say he was sorry.
It's a reflex, like throwing up in your mouth at the sight of Kirsty Alley.
